The Local
Industry Policy (LIP) aims to increase the involvement of local
companies and businesses in eligible major project work in Queensland.
This leads to employment opportunities, business growth and also
supports regional and rural development.The LIP was most recently
updated in October 2010 and legislated via the Queensland Industry
participation Policy in July 2011. To help complete this mandatory
reporting requirement ICN provides assistance with Local Industry
Participation Plans (LIPP) and LIP reporting as a commercial service
which many projects have opted to use.
Does my project need to comply with LIPP?
Project proponents who work on the following type of projects must
implement the Local Industry Policy:
• Government Departments and government owned corporation projects
valued at over $5 million or over $2.5 million in regional Queensland
• Projects with a government grant or significant contribution of over
$2.5 million
• Projects delivered under a Public-Private Partnership arrangement
valued at over $5 million or over $2.5 million in regional Queensland
• Eligible projects requiring an environmental impact statement, valued
at over $5 million or over $2.5 million in regional Queensland.
• Where LIP does not apply, it is encouraged that private sector
proponents voluntarily apply the principles of the Policy to their
projects.
How can ICN help me?
ICN can assist in both the Local Industry Participation Plans and can
help comply with the reporting requirements.
With the Local Industry Participation Plan (LIPP) - Guidelines for the
plan can be found here. Project owners can contact ICN before starting
the plan to identify contestable goods and services, and assist with
preparation of the plan free of charge. The LIPP has to be completed in
conjunction with the development of the project and must be registered
with DEEDI at least 30 days before going to tender. For a free

With the reporting service - ICN gains information from the project
to sort, verify as required, and assemble the relevant information into
the final report on behalf of the project owner. It is often necessary
to check that the data is complete with postcodes and other required
data on sources of manufacture before the report can be finalised. ICN
will also contact suppliers if necessary to ascertain the manufacturing
location and percentage Australian content. All the information
requested in the tool is necessary for DEEDI to comply with the policy.
ICN will ensure that all information is complete and find missing
information where required. This can be a time consuming task for some
projects. DEEDI also requires that consecutive reports are complementary
and do not contain previous records; a requirement that necessitates
diligence in compiling the data into the final report. Overall, ICN has
the relevant experience in completing LIP reports to the highest
standard with the correct data requirements and in a timely manner. This
allows the project manager to do what they do best - manage the overall
conduct of the project.

ICN Fees
Although the assistance offered to projects in the development and
completion of the Local Industry Participation Plan (LIPP) is
subsidised, LIP Reporting is not covered by the Queensland Government
and is therefore offered commercially on a fee for service basis. Please
