What is ICN?
ICN is a nation-wide network with 26 offices around Australia and New Zealand that assists businesses to:
- Maximise opportunities for local suppliers and enhance their visibility to major project procurement teams
- Identify and evaluation Queensland and Australian industry capability and capacity for opportunity to access local sourcing and business matching
- Assist Queensland and Australian businesses in accessing global supply chain and export opportunities
- Maintain commercially confidential information while assisting suppliers to comply with quality and technical specifications.
Major Projects – Specialised Services
In collaboration with the Queensland Government, six significant major projects will be offered a fully government- subsidised service to maximise competitive local content and identify supportive local industry development opportunities.
Key benefits for selected major projects:
- Assignment of a dedicated ICN resource in the procurement phase to provide a direct channel of local industry knowledge for the project
- Focused understanding of project supply needs to allow ICN to more closely match project requirements to local industry capability
- Identification of areas where the uptake of new technology and innovation would provide potential benefits to the project and develop supporting local industry capability
- Partner with projects and contractors to deliver project supply opportunity seminars to a potential capable local suppliers
- Establishment of a dedicated project website to handle registrations of interest from potential suppliers against specific work packages.
In the last financial year, ICN was involved in new opportunities worth $758m. Of these:
- $192m were new successes for Queensland companies equating to 1918 new/retained jobs
- $11m were new successes to regional Queensland equating to 107 new/retained jobs
Major Project Supplier Program (MPSP)
The Queensland Government is supporting the MPSP to help businesses identify the attributes they need to maximise potential to gain work on major projects in Queensland.
Key benefits of the MPSP:
The MPSP is based on a profile of an ideal supplier developed from comprehensive surveys of major project proponents and includes:
- An assessment of the company’s maturity in terms of the profile
- A gap analysis identifying opportunities for improvement
- An action plan addressing these opportunities.
Government Projects
Local Industry Participation Plan (LIPP) Implementation
The Queensland Government’s Local Industry Policy was established in 1999 with the objective of giving full, fair and reasonable opportunity for Queensland business to participate in major projects. TH e policy applies to all projects valued at over $5 million or over $2.5 million for projects located in Regional Queensland.
Part of ICNs role as laid out in the policy is to:
- Provide free assistance to major project proponents on the development of Local Industry Participation Plans
- Provide services of specialist staff to major projects teams to pre-qualify industry capabilities and capacity against specific project requirements
- Evaluate the outcomes of Local Industry Participation Plans and report the benefits back to government.

- Reduce exposure to costly re-work
- Add pre-qualified companies to the bid list.
Enterprise Connect
ICN is a partner organisation of Enterprise Connect, an Australian Government program that provides support to eligible Australian small and medium sized businesses. Core elements include Business Reviews at no charge for eligible businesses and grant assistance to implement recommendations flowing from the Business Review.
